Small Builders Are Finally Getting Attention

A new bipartisan bill (Senate Bill 4241) introduced by Todd Young and Jacky Rosen would require the U.S. Small Business Administration and U.S. Department of Housing and Urban Development to explore new ways to support small homebuilders.

On the surface, it’s about access to capital and streamlining support, but the signal runs deeper.

Over the past two decades, nearly 19,000 builders have disappeared, while the top 100 now control roughly half of all home sales. At the same time, costs have risen, financing has tightened, and smaller operators have been pushed to the margins. At the same time, costs have climbed, financing has tightened, and smaller operators have been squeezed out.

That matters because small and mid-sized builders are essential to solving the housing shortage. They’re often the ones building in local markets where large production builders don’t go.

If policymakers are serious about increasing housing supply, this is the right place to look. But identifying the problem is the easy part.

The real test is whether anything meaningfully changes on the ground.
