Housing’s affordability problem is often discussed as a demand problem.
Mortgage rates are too high. Buyers cannot afford the monthly payment. Builders are offering incentives to bring more buyers into the market.
Those constraints are real. But beneath them lies a more persistent problem: America lacks enough housing in the places people want and need to live.
That makes affordability a supply issue, too.
Lower mortgage rates could release some pent-up demand, but they would not create the millions of additional homes the country needs. In fact, stimulating demand without expanding supply could eventually place more upward pressure on prices.
The long-term question is not only how to help more people buy homes. It is how to build substantially more homes.
The Labor Pool May Not Be Coming Back
In a recent conversation, NAHB Chief Economist Robert Dietz identified skilled labor as one of the most important long-term constraints on housing production.
For years, the industry has tried to address that constraint by recruiting more people into the trades. That work remains essential. Construction can offer meaningful, well-paying careers that cannot easily be moved overseas or replaced entirely by artificial intelligence.
But what if recruitment alone cannot close the gap?
Faced with its own labor constraints, agriculture did not simply restore its former workforce. It became dramatically more productive. Could homebuilding follow a similar path? Could a smaller workforce eventually build as many—or more—homes than the much larger workforce of the past?
If so, the most important construction metric of the future may be homes built per worker.
Agriculture is not the only precedent.
Some of Japan’s largest homebuilders have spent decades treating housing more like an industrial product. Companies such as Sekisui Heim and Sekisui House standardized components, moved substantial portions of construction into factories, and built integrated systems around design, production, and assembly.
Academic research has estimated that these companies produced approximately three to four homes per employee annually—even when employee counts included people working outside direct construction.
That does not mean the Japanese housing industry has solved productivity or that its model can be imported wholesale. Japan has different land-use rules, housing preferences, and business structures. But its leading industrialized builders demonstrate that higher output per worker is possible when companies stop treating every home as an entirely new production problem.
Productivity Begins With Knowledge
Agriculture and homebuilding are not directly comparable. Every home sits on a particular piece of land, operates under local regulations, and must respond to different buyers, climates, materials, and site conditions.
Construction also depends on judgment that is difficult to automate.
Experienced builders and superintendents recognize problems before they appear on a schedule. They know when a subcontractor needs additional direction, when a sequence must change, and when following the original plan will create a larger problem later.
That knowledge is one of the industry’s most valuable assets—but much of it has never been documented.
Dietz described the generational challenge as “downloading the lessons learned” from experienced builders while encouraging younger builders to develop new ideas. That transfer is essential to productivity. Before knowledge can be repeated, improved, or incorporated into technology, it must first be captured.
This is where the next generation may play a distinctive role. Younger construction professionals are using their familiarity with software to help experienced colleagues document and distribute information that previously existed only in someone’s head.
The exchange works both ways: veteran builders teach judgment, while younger employees help turn portions of that judgment into accessible and repeatable systems.
Technology Should Multiply Skilled Labor
The objective is not to replace construction workers. It is to make every skilled worker more productive.
A veteran superintendent may be able to oversee more projects when field information is standardized and visible in real time. A less-experienced employee may complete more work correctly when digital instructions make proven processes easier to follow. Factory-built components, in the spirit of what Sekisui pioneered decades ago, may allow scarce jobsite labor to spend less time on repetitive fabrication and more time on installation, coordination, and problem-solving.
The underlying question matters regardless of which company or model gets there first: How can the industry embed more construction knowledge into its tools and processes so the same number of people can build more homes?
More Homes With the Workforce We Have
Housing’s supply problem will not be solved by a single technology, a single factory model, or a new generation of workers.
It will require land, infrastructure, capital, regulatory reform, and sustained buyer demand. It will also require builders to preserve the hard-earned knowledge of experienced people while finding new ways to extend their reach.
Recruiting more people into construction remains important. But the industry cannot assume that yesterday’s labor pool will return.
The next era of homebuilding will depend on what the industry can accomplish with the workforce it can realistically recruit, train, and retain.
That means the path to more housing must eventually lead through greater productivity: preserving what experienced builders know, converting repeatable work into better systems, and giving skilled people the tools to build more homes without sacrificing quality.
We cannot solve a housing supply problem unless we find a way to produce more housing.
